Meeting Minutes
July 1, 2024
Those in attendance: President Rob Shipp, Council
members Tim Ritzman, Rich Fegley and Donna Showers.
Mayor John Kerns, Secretary Karen Knellinger, Plant
Manager Dave Stroup and Operator Jared Wagner. HRG
engineers Justin Medinsky and Isaac Underhill, Solicitor
Bill Dissinger and Zoning Officer Tim Reilly.
President Shipp called the meeting to order at 7:00 pm.
Vice President Kevin Hertzler arrived at 7:26 pm.
Public and Private Concerns
Sign ins for three minutes:
Resident Mike Sweger questioned his quarterly bill for
a property he recently had service restored, Secretary
Knellinger will research and let him know.
Public and Private Concerns cont:
The minutes from the regular meeting were emailed
and reviewed. Councilmember Ritzman made a motion
to approve the minutes as presented. Councilmember
Fegely seconded the motion. Approval was unanimous.
The bills/receipts/expenditures were reviewed and
discussed. Council member Ritzman made a motion to
approve the minutes as presented. Councilmember
Showers seconded the motion. Approval was
unanimous.
Street Committee Report
Pavemasters finished all the streets on the list. South
High Street needs backfill and stones from the previous
water repairs. Mulberry Street will need a rolled edge
to prevent water rolling in a residence porch. Dave will
paint this yellow when he does the crosswalks.
Sewer Committee
The mixer bracket repairs and hole in the aeration
system will need to wait until the flows are down. The
muffin monster or grinder at the plant malfunctioned
and was repaired today.
Water Committee Report
The hydrant on East Sunbury Street is leaking and
scheduled for repair along with a possible valve which
they will not know until they dig. The lubrication tube
on the well head has moved and is pinched; it is
scheduled to be repaired this week. The mandatory DEP
PFAs (forever chemicals) testing returned as a non-
detect for the second time. After four non-detect tests,
the testing will be every three years along with the SOC
tests. The new well pump has not been received as yet.
Finance Committee Report
Nothing to report.
Solid Waste Committee Report
A resident was advised CCD refused to pick up excess of
three cans and to purchase orange bags.
Solicitor’s Report
Solicitor Dissinger advised three different versions of
the mosaic agreement were reviewed. In his opinion
they cannot be enforced but the Council wanted the
project to proceed. He reviewed the comments for the
Bike/Ped Connectivity Plan from Tri County Planning.
Engineer’s Report
Justin advises there are no active plans to review. The
Consumer Confidence Report or CCR was completed
and distributed to residents prior to the July 1st
deadline. He will coordinate a meeting with Secretary
Knellinger and EPA for the water grant.
The sewer mains CCTV information from Mr. Rehab was
presented at the Municipal Authority meeting. Several
issues were identified and labeled for severity. A table
of costs and priorities according to the map needs to be
refined after further review.
Zoning Permit
Zoning Officer Reilly advises he approved one permit:
302 East Sunbury; fence repair and change to an
existing fence.
Mayor’s Report
Nothing to report.
Old Business
Councilmember Ritzman advises the vehicle was
moved from School Street.
New Business
The Bicycle/Pedestrian Connectivity Master Plan
sponsored by MCSI was previously presented. Vice
President Hertzler made a motion to acknowledge the
Plan without committing any Borough funds.
Councilmember Fegley seconded the motion. Approval
was unanimous.
Council adjourned to an Executive Session for legal
matters.
Councilmember Fegley made a motion to adjourn.
Councilmember Ritzman seconded the motion.
Approval was unanimous.
The next meeting will be held on Monday, August 5th at
7pm.
